Council tax bands: check yours, see what it costs, and challenge it
Short answer
Check your band on GOV.UK in England and Wales, on the Scottish Assessors website in Scotland, or your capital value with Land & Property Services in Northern Ireland. England's average Band D bill is £2,392 for 2026/27. You can challenge a band within 6 months of becoming the taxpayer, but it can go up as well as down.

Your band sets most of your council tax bill. Below: how to check it in each nation, what each band costs a month in England on average, the 6-month window to challenge after you move in, what can happen when you do, and why new builds wait for a band.
How do I check my council tax band?
Each nation keeps its own list. Your band is also printed on your bill.
- England and Wales: look up the address or postcode on GOV.UK's Check your Council Tax band service. The same service handles challenges.
- Scotland: GOV.UK sends you to the Scottish Assessors website, where each home's band is listed.
- Northern Ireland: there are no bands. Homes pay domestic rates on a capital value, and nidirect says you can see a property's value and an estimated rate bill through Land & Property Services' online valuation search.
- Bands reflect a home's value on a fixed date: 1 April 1991 in England and 1 April 2003 in Wales (GOV.UK), and 1 April 1991 in Scotland (Scottish Government). Northern Ireland's capital values reflect 1 January 2005 (nidirect).
- GOV.UK says that to work out your council tax you need three things: your band, what your council charges for it, and any discount or exemption.

How much does each council tax band cost a month?
Every band is a fixed fraction of Band D, so one average gives the rest. The table below shows England's averages for 2026/27.
- By law, bills in England are in the proportion 6:7:8:9:11:13:15:18 for Bands A to H, so Band A pays 6/9 of Band D and Band H pays twice Band D (section 5 of the Local Government Finance Act 1992). Wales adds a Band I at 21.
- MHCLG puts England's average Band D for 2026/27 at £2,392, up £111 or 4.9%. It includes parish and adult social care precepts, and your council's own figure will be higher or lower. London's average area Band D is £2,068.
- The table is Taupia's arithmetic: £2,392 multiplied by each band's fraction of Band D, then divided by 10 or 12 for a full year paid from April.
- Scotland uses different proportions. The Scottish Government gives 2026/27 average bills from £1,102 for Band A to £4,051 for Band H. Its Band D average of £1,653 excludes water and sewerage charges.

Can I challenge my council tax band after moving in?
Yes. In England and Wales you have a legal right to a review in your first 6 months as the taxpayer.
- GOV.UK says you have a legal right to challenge, called making a proposal, if you think your band is wrong and you have been paying council tax on the property for less than 6 months, or the Valuation Office changed the band in the last 6 months.
- You give the date you became the council tax payer, which GOV.UK says 'might be before you moved into the property'.
- The Valuation Office Agency says 'By law, we must review your band if you submit a proposal', and you do not need to send evidence with one.
- The deadline is in law. Regulation 4 of the Council Tax (Alteration of Lists and Appeals) (England) Regulations 2009 stops a new taxpayer's proposal once 6 months have passed since they first became the taxpayer.
- After 6 months you can still ask for a band review, but you need strong evidence: up to 5 similar homes in a lower band, or sale prices from 1 April 1989 to 31 March 1993 in England. The Valuation Office does not treat average house prices from property websites as strong evidence.
- Scotland: a new taxpayer can make a proposal within 6 months of becoming the taxpayer (regulation 5 of the Scottish regulations), sent to your local assessor.

Can my council tax band go up if I challenge it?
Yes. A challenge can move your band up, down or nowhere, and it can reach your neighbours too.
- The Valuation Office Agency says challenges have three outcomes: 'your band can go up, down, or stay the same'. It may also review similar neighbouring homes, so their bands can move too.
- The Welsh Government gives the same warning for Wales: bands can be changed up or down.
- Decisions take up to 4 months for a proposal and up to 12 months for a band review (GOV.UK). If the band changes, your council revises the bill and pays any refund due.
- Only a proposal can be appealed: to Valuation Tribunal England within 3 months, or the Valuation Tribunal for Wales within 4. Appeals are free, but you pay your own costs.
- Keep paying meanwhile. GOV.UK says 'You must continue paying Council Tax while your challenge is being reviewed', and the Valuation Office says you will be refunded for any overpayments.
- Northern Ireland: Land & Property Services can review a capital value, and the value can go up or down. A review can take three months or more, and you keep paying while it looks (nidirect).

How do I challenge my council tax band step by step?
Five steps, starting with the check that tells you whether to go ahead.
- The Valuation Office Agency suggests checking your neighbours' bands first, because homes that look alike can differ inside.
- GOV.UK's online service covers England and Wales whether or not you have a legal right to challenge. In Scotland, you challenge through your local assessor.
- Only a proposal can go to a valuation tribunal: within 3 months in England and 4 months in Wales (GOV.UK).

- 1
Check your band and similar homes nearby
Look up your home and similar homes on your street on GOV.UK. The Valuation Office says a difference alone does not prove your band is wrong.
- 2
Work out your 6-month deadline
Find the date you became the council tax payer, which can be before you moved in. A formal proposal must be made within 6 months of it.
- 3
Make your challenge
Use GOV.UK's online service in England and Wales, or your local assessor in Scotland. Give your name, the address and the date you became the taxpayer.
- 4
Keep paying your current bill
Pay as normal while the challenge is reviewed. If the band comes down, the council revises the bill and refunds what you overpaid.
- 5
Appeal if your proposal is turned down
Appeal to Valuation Tribunal England within 3 months, or to the Valuation Tribunal for Wales within 4 months. It is free to appeal.
Why has my new-build home not got a council tax band?
Bands for new homes can take months. You still owe council tax from the start date once the band is set.
- Peterborough City Council said in March 2026 that the HMRC Valuation Office's new operating system was 'significantly impacting its ability to issue new council tax bands', with 'delays of over a year in some cases'.
- It backdates the bill once the band is set, to the completion notice date, the date someone moved in, or the purchase or tenancy start date, and suggests paying something on account meanwhile.
- Register with the council when you move in, even without a band. Peterborough, for example, asks occupiers of new homes to register so it can request a band from the Valuation Office.
- If your home is missing from the list altogether, GOV.UK says you can ask for it to be added, suggesting the band it should be in.
- Put money aside each month for the backdated bill. Peterborough's estimate for a 2026/27 Band D home in one of its parishes is about £232 a month on 10 instalments.

Are council tax bands changing?
Not for most homes. The changes announced so far reach the most valuable properties, plus a revaluation in Wales.
- England: a High Value Council Tax Surcharge starts in April 2028 on homes valued at £2 million or more, in four bands assessed by the Valuation Office separately from council tax bands (government response, April 2026).
- England: the government also said it will consult on how the band challenge process could be improved, alongside the surcharge.
- Scotland: two new bands from 1 April 2028, Band I for homes valued between £1 million and £2 million and Band J above £2 million, using up-to-date values for those homes only (Scottish Budget 2026 to 2027).
- Wales: the Local Government Finance (Wales) Act 2024 allows revaluations every 5 years, beginning from 2028 (GOV.WALES).
- The UK Budget is on 28 October 2026 (HM Treasury). We will update this page if it changes council tax bands.

How does Taupia use your council tax band?
It reads your band where it can, so the bill on your list is the right size.
- Add your new address and Taupia finds the council, and the band where it can match the address, and flags the discounts that might apply.
- Taupia does not challenge bands or contact the Valuation Office or your council for you. You check and challenge your band yourself.
- Council tax sits on the same list as energy, broadband, water and mobile, split by your household's own rule, with who has paid shown to everyone. No money moves through Taupia.
- Taupia is free.

Questions about council tax bands
How much is Band B council tax a month?
In England, about £186.04 a month over 10 instalments or £155.04 over 12, on the 2026/27 average. That is Taupia's arithmetic: Band B pays 7/9 of Band D, and MHCLG puts the average Band D at £2,392. Your council's own Band B charge is on its website and on your bill.
How much is Band D council tax a month?
On England's 2026/27 average of £2,392, Band D costs £239.20 a month over 10 instalments or £199.33 over 12. The average includes parish and adult social care precepts, so your council's figure will be higher or lower. In Scotland the 2026/27 average Band D is £1,653, excluding water and sewerage charges.
Can I challenge my council tax band after moving in?
Yes, in England and Wales, if you have been the taxpayer for less than 6 months. The Valuation Office must review a proposal, and you do not need evidence to make one. The band can go up as well as down, and similar homes nearby can be reviewed too, so check them first.
Can my council tax band go up if I challenge it?
Yes. The Valuation Office says a challenge has three outcomes: the band can go up, go down or stay the same. It may also check similar homes nearby, and the Welsh Government gives the same warning. Keep paying your current bill while the challenge is reviewed, and any overpayment is refunded.
How long does a council tax band challenge take?
GOV.UK says the Valuation Office usually confirms it has your challenge within a few days, sometimes up to 28. A decision on a proposal can take up to 4 months, and on a band review up to 12. Only a proposal can go to the valuation tribunal: within 3 months in England or 4 in Wales.
Why has my new build not got a council tax band yet?
The Valuation Office has to band it first, and that has been slow. Peterborough City Council warned in March 2026 of delays of over a year in some cases, which it put down to the Valuation Office's new system. The bill is backdated once the band is set, so register and put money aside.
