What counts as proof of address when the bills aren't in your name?
Short answer
Each organisation sets its own list, so ask first. A council tax bill, bank or credit card statement, or a letter from your employer, college or council are common choices, and joint tenants can be named on the council tax bill. Registering to vote also helps. Not being named on a bill does not always mean you are not liable.

In most shared houses only one or two names are on the bills, and everyone else still needs proof of address for a bank, a job or a benefit claim. This guide sets out which documents count, who accepts them, and whether you are liable for a bill that is not in your name.
Which documents prove your address, and who accepts them?
| Document | Whose name it shows | Who accepts it (examples) |
|---|---|---|
| Council tax bill or statement | Names each liable resident. Joint tenants can all be on it. | On the DBS list if issued in the last 12 months, and accepted by Jobcentre Plus as a current statement. |
| Gas, electricity or water bill | Names the account holder only. | DBS: issued in the last 3 months and not printed from an online account. Jobcentre Plus: dated within the last 6 months. |
| Mobile or landline phone bill | Names the account holder. | Jobcentre Plus accepts one dated within the last 6 months. The DBS list leaves out mobile phone bills. |
| Bank, building society or credit card statement | Names you, at the address your bank holds. | DBS: issued in the last 3 months, and a printout must be stamped and signed by the bank. Jobcentre Plus: dated within the last 6 months. |
| Electoral register entry | Shows you are registered to vote at the address. | Jobcentre Plus accepts proof from the electoral register. Experian says lenders use it to confirm your name and address. |
| Letter from your employer, college or council | Confirms who you are and where you live. | Jobcentre Plus lists letters from an employer or a school, college or university. MoneyHelper says banks may accept a letter from your council, GP, employer or college. |
| Tenancy agreement | Names the tenants and the start date. | Citizens Advice says energy suppliers may ask for one as proof of when you moved in. It is not on the DBS or Jobcentre Plus lists, and Thames Water says it cannot accept one as proof of where you live. |
Who decides what counts as proof of address?
The organisation asking. Each publishes its own list, and they differ.
- The DBS ID checking guidelines accept a utility bill issued in the last 3 months, but not a mobile phone bill and not a bill printed from an online account.
- Jobcentre Plus accepts a mobile phone, landline, gas, water or electricity bill dated within the last 6 months, a current council tax statement, and letters from an employer or a school, college or university.
- MoneyHelper says most banks list the other documents they accept on their websites.
- A bill proves the account holder's address, not yours. Choose a document that shows your own name at the address.

Am I liable for a bill that is not in my name?
Sometimes. It depends on the bill.
- Energy, broadband and mobile: Shelter says the people named on a bill are usually responsible for paying it. Citizens Advice adds that you usually have to pay for any gas or electricity you have used, even without a contract.
- If someone opened an account in your name without telling you, Citizens Advice says you might not have to pay, and to tell the supplier you may be a victim of fraud.
- Water: Thames Water, for example, says all adult tenants in a rented home are responsible for water charges unless the landlord tells it otherwise, whoever is named.
- Council tax: liability follows the law, not the name on the bill. In England and Wales, residents with the same interest in the home are jointly and severally liable, and GOV.UK says partners who live together are jointly responsible.
- What housemates owe each other is a separate question. Our guide to whose name goes on house share bills covers it.

How do I get proof of address in a house share?
- 1
Ask which documents are accepted
Check the organisation's own list, including how recent each document must be.
- 2
Ask to be named on the council tax bill
If you are a joint tenant and the house pays council tax, the council can name every liable resident.
- 3
Register to vote at your address
It usually takes about 5 minutes on GOV.UK, and lenders use the register to confirm addresses.
- 4
Update the address your bank holds
Your statements then show your address. If you need one sooner, ask the bank for a stamped printout.
- 5
Ask for a letter if you have nothing else
Jobcentre Plus accepts a letter from your employer or college, and MoneyHelper says banks may accept one from your council or GP.
- 6
Hold one household bill in your name
Spreading the accounts gives each housemate a bill, and spreads the responsibility too.

How can Taupia help when the bills are in one name?
- Taupia keeps your household's energy, broadband, mobile and water bills in one place and splits each one between housemates, whoever holds the account.
- It tracks who has paid their share without moving any money, and changing the split does not change whose name is on a bill.
- Taupia is free.
Questions about proof of address in a shared house
Can I use a bill in my housemate's name as proof of address?
Usually not, because a bill proves the account holder's address rather than yours. Use a document in your own name instead, such as a council tax bill that names you, a bank or credit card statement, or a letter from your employer or college. Or put one of the household bills in your name.
Is a mobile phone bill proof of address?
Sometimes. Jobcentre Plus accepts a mobile phone bill dated within the last 6 months, but the DBS ID checking guidelines leave mobile phone bills out of their list of utility bills. Check the list of the organisation asking before you rely on one.
Is a council tax bill proof of address?
For most organisations, yes. A council tax statement appears on both the DBS and Jobcentre Plus lists. In England and Wales, joint tenants with the same interest in the home can all be named on the bill, so each housemate who is liable can ask the council to include them.
Is a tenancy agreement proof of address?
Sometimes. Citizens Advice says energy suppliers may ask for one as proof of when you moved in, but a tenancy agreement is not on the DBS or Jobcentre Plus lists, and Thames Water says it cannot accept tenancy agreements as proof of where you live.
Am I responsible for a utility bill that is not in my name?
Often not for energy, broadband or mobile, where Shelter says the named person is usually responsible. Water and council tax are different. Thames Water, for example, says all adult tenants are responsible for water charges, and council tax liability follows who lives in the home.
Does registering to vote help with proof of address?
Yes. Jobcentre Plus accepts proof from the electoral register, and Experian says lenders use it to confirm your name and address. GOV.UK says registering usually takes about 5 minutes, and you need to register again whenever your address changes.
