Whose name goes on the bills in a house share?
Short answer
The person named on an account is usually responsible for the whole bill, whatever the house agreed privately. If several people are named, everyone named is responsible. Spread the accounts between housemates, keep the split in writing and hold dated meter readings. If someone stops paying, keep paying the supplier and recover the money from them.

One name on an account can mean one person answering for the whole house's bill. This guide covers who a supplier looks to, what joint and several liability means for rent, how to change the named account holder, and the steps that work when a housemate stops paying.
Who is usually named on each bill?
| Bill | Who is usually named | What the house should agree |
|---|---|---|
| Energy | The account holder or holders with the supplier | Who holds each fuel, the split rule and dated meter readings |
| Water | The account holder; some companies add several names | Whether everyone is named, and how a metered bill is shared |
| Broadband | Whoever signed the contract | The minimum term against the tenancy, and who pays any exit fee |
| Council tax | Liable adults, or the landlord in an HMO | Any exemption or discount, and an equal share between liable adults |
| TV Licence | One licence on a joint tenancy agreement | Who buys it, and whether separate tenancies need their own |
| Rent | All joint tenants, for the whole rent | Each share, and what happens if one person stops paying |
Who is liable for a bill in a shared house?
The supplier's account decides who answers for the bill. The house's private agreement decides what housemates owe each other.
- Shelter says the person whose name is on a bill is usually responsible for it, and that if more than one person's name is on the bill, everyone named is responsible.
- Citizens Advice says that if someone will not pay their share of an energy bill, you will usually have to pay the whole bill and try to get the money back from them afterwards.
- A private agreement to split a bill three ways sets what housemates owe one another. It does not limit what the supplier can ask the named customer to pay.
- If you rent, Citizens Advice suggests checking whether your landlord has given your name to the energy supplier. If you are unsure whose name is on the account, check the bill or ask the supplier.

What does joint and several liability mean?
It is a tenancy term about rent, and it is why one housemate's arrears can become everyone's problem.
- Shelter says joint tenants are all responsible for the whole rent, even if they pay different amounts. A tenancy agreement may call this joint and several liability.
- If one joint tenant stops paying, Shelter says the landlord can ask the others to pay more. In its example, the two remaining tenants are asked for the full rent.
- Bills sit on a different contract. Shelter says housemates can agree between themselves how to split the bills, and that the person whose name is on a bill is usually responsible for it.
- Shelter also says joint tenants cannot force each other to leave, so plan for settling a money dispute rather than for removing the housemate.

Whose name should go on each account?
Spread the accounts so no one person carries the whole house.
- Energy: give each fuel to a different housemate, or ask the supplier whether it will put two names on one account and what each named person is then responsible for.
- Water: some companies put several names on one account. Yorkshire Water, for example, says it can, and that everyone living in a student house is responsible for the bill when water is not included in the rent.
- Broadband: whoever signs the contract holds it for the minimum term, so match the term to the tenancy and agree in writing who pays any exit fee.
- TV Licence: GOV.UK says one licence covers a home on a joint tenancy agreement. With separate tenancy agreements, anyone who watches TV in their own room needs their own.
- Council tax: GOV.UK says you will usually pay if you are 18 or over, and that spouses and partners who live together are jointly responsible. Shelter says the landlord usually pays in a house in multiple occupation (HMO).

What can you do when a housemate will not pay?
Keep the account up to date first. Then recover the money in steps.
- 1
Keep paying the supplier
Missed payments land on the named account holder. Citizens Advice says you will usually have to pay the whole bill and recover the money afterwards, so cover it while you sort out the share.
- 2
Talk, then put it in writing
Ask in person first. If that fails, send a dated message with the bill, the agreed split, the amount owed and a date to pay by, and keep a copy.
- 3
Try mediation before court
GOV.UK says a mediation service could be quicker and cheaper than going to court. Mediation means an impartial person helps both sides reach an agreement.
- 4
Make a money claim
In England and Wales you can apply to the county court, online or by post, for money you are owed. GOV.UK lists a £35 fee for claims up to £300, £50 from £300.01 to £500 and £70 from £500.01 to £1,000. Scotland and Northern Ireland have their own processes.
- 5
Tell the landlord if rent is affected
Rent works differently from bills, because joint tenants can be asked to cover a missing share. Shelter Scotland advises talking to your landlord, covering the gap between you to avoid arrears, then recovering the money from the tenant who has not paid.

How do you change the named account holder?
Treat each account as its own change, and get each one confirmed.
- Ask each supplier what it needs to add, remove or replace a named customer, whether it will open a new account instead, and confirm the change in writing.
- Citizens Advice says to give your energy supplier at least 48 hours' notice when you move out, and to read your meters on the day you leave.
- It says the old supplier will send a final bill within 6 weeks, you then have 28 days to pay, and any credit must be refunded within 10 working days of the final bill.
- Shelter says that if a joint tenancy is not ended, someone who moves out is still a joint tenant, and the landlord can still ask them for unpaid rent.
- Changing who pays in a bill-splitting app does not change the supply contract. Only the supplier can do that.

What evidence should the house keep?
Evidence turns an argument about memory into a sum.
- The written split: which bill, which rule, who pays and by when.
- Dated meter photos showing the serial number, taken on move-in day, on move-out day and whenever the people in the house change.
- Every bill, and every payment between housemates, with its date.
- Supplier letters and emails confirming account changes, with their reference numbers.
- A running total of what is owed. GOV.UK says a court fee is based on the amount claimed plus any interest.

Do the rules differ across the UK?
Tenancy law and court processes differ by nation. Check the rules where you live.
- England: Shelter says joint tenants are all responsible for the whole rent. It also says fixed-term assured shorthold tenancies signed before 1 May 2026 are now rolling periodic tenancies, and tenants usually give 2 months' notice to leave.
- Wales: the Welsh Government says contract-holders can be added to or removed from a joint contract without ending it for everyone. Adding someone needs the landlord's consent, which cannot be unreasonably withheld.
- Scotland: Shelter Scotland says everyone in a joint tenancy is equally responsible for all of the rent, and in a private tenancy one joint tenant cannot give notice alone.
- Northern Ireland: nidirect says your landlord must give you a free Tenancy Information Notice within 28 days of the tenancy starting. A small claim there is generally one worth no more than £5,000, decided by the County Court.
- GOV.UK confirms that Scotland and Northern Ireland each have a different process for a court claim from the one in England and Wales.

Questions about names, liability and unpaid shares
Can a supplier make me pay a housemate's share?
If your name is on the account, usually yes. Citizens Advice says that when someone will not pay their share, you will usually have to pay the whole bill and recover the money from them afterwards. Your private split is an agreement between housemates. It does not limit what the supplier can ask the named customer to pay.
Should everyone's name go on the energy account?
It spreads the paperwork, but Shelter says that when more than one person is named on a bill, everyone named is responsible for it. The alternative is one housemate per account, so each person answers for one bill rather than all of them. Either way, agree the split in writing and ask the supplier what each named person is liable for.
Is joint and several liability the same for bills as for rent?
Not necessarily. Joint and several liability is a tenancy term about rent: Shelter says joint tenants are all responsible for the whole rent, even if they pay different amounts. Bills depend on the supplier's account. The named customer is usually responsible, and if several people are named, everyone named is responsible.
How much does it cost to claim money from a housemate?
In England and Wales, GOV.UK lists a court fee of £35 for claims up to £300, £50 from £300.01 to £500 and £70 from £500.01 to £1,000. The fee is based on the amount claimed plus any interest. GOV.UK also says mediation could be quicker and cheaper than going to court.
What if the housemate who will not pay moves out?
Leaving does not end what they owe. Shelter says that if a joint tenancy is not ended, the person who moved out is still a joint tenant, and the landlord can still ask them for unpaid rent. Keep a record of what they owe on each bill, and follow the housemate handover checklist before they go.
Does Taupia collect money from housemates?
No. Taupia splits each bill by the rule your household sets and shows who has paid their share and who has not. It moves no money, so payments still go between housemates and to suppliers directly. It is free to use, and it does not change who the supplier bills.
