What changed for EU roaming after Brexit?

Roaming in the EU at no extra cost is no longer guaranteed, so each network now sets its own terms.

  • GOV.UK says that since the UK left the EU, surcharge-free roaming in EU and EEA countries is no longer guaranteed.
  • EE charges a daily fee on tariffs launched from 7 July 2021 unless the plan includes roaming. Tariffs launched before then include EU roaming at no extra cost.
  • Three's daily charges do not apply to pay monthly plans that started before 1 October 2021.
  • Ofcom says several legal protections written specifically for roaming fell away at the end of June 2022.
  • Since 1 October 2024, Ofcom's rules require networks to message you when you start roaming, in the EU or further afield, unless you have opted out. The message must explain the charges, any fair use limits and how long time-limited charges last, and tell you that you can set or change a bill limit.

How do daily roaming charges and passes work?

A daily charge unlocks your UK allowance abroad for one day. A pass covers a set number of days for one price, so it only pays off if you would use your phone on most of them.

  • EE's £2.72 daily charge covers a UK day, from midnight to midnight UK time. Its 7-day pass costs £16.50.
  • At EE's prices, seven daily charges come to £19.04, so its pass costs less only if you would use your phone on all seven days.
  • Three's daily charge unlocks your allowance for 24 hours, and a Go Roam pass can give you up to two days of roaming free.
  • Sky Mobile charges its £2 only on days you make a call, send a text or use data abroad.
  • Vodafone's European passes cost £16 for 8 days or £21 for 15 days. A pass starts when you begin roaming, and only one can run at a time.
  • VOXI's passes count down from the day you buy them, not the day you first use them, so buy close to your trip.

What do fair use limits mean when you roam?

Fair use rules cap how much data you can use abroad, and how long you can roam before extra charges apply.

  • Data caps on EU roaming run from 5GB at giffgaff to 50GB at EE, where the limit applies if your UK allowance is above 50GB.
  • O2 lets you use up to 25GB if your UK allowance is over 25GB. After that, or once your UK data runs out, you need a data Bolt On.
  • Vodafone charges £3.84 per GB above its 25GB roaming limit, until your next bill date or your return to the UK.
  • Long stays can bring surcharges. O2 treats more than 63 days of inclusive roaming in any four-month period as unfair use. EE expects you to spend at least two months in the UK, or mainly use your allowance in the UK, in any four months.
  • Tesco Mobile states no separate data cap, but may add a surcharge if you spend more time, or use more of your allowance, in its Home From Home destinations than in the UK.

How can you avoid a large bill abroad?

Check your plan before you travel, then use the controls Ofcom recommends. None of them removes every charge, but together they can limit surprises.

  • Set a monthly bill limit. Ofcom says your network must warn you when you are likely to reach it, and can only charge more if you agree.
  • Turn off data roaming when you do not need it, and use wifi for maps, email and social media.
  • Download playlists, podcasts and shows before you go.
  • For a long or data-heavy trip, a local SIM or an eSIM can be worth comparing. Ofcom lists both as options.
  • Do not assume wifi calling works abroad. EE's terms say its WiFi Calling cannot be used outside the UK, so ask your network first.
  • On ferries and cruises your phone may connect to a ship's satellite network, which can cost more than normal roaming.
  • Near a border your phone can roam by accident. Networks must tell you how to avoid this and help limit the cost while you are in the UK.

Should roaming affect which network you choose?

It can if you travel often. Compare the yearly cost of roaming on your current plan with the monthly price of a plan that includes it.

  • Count the days you expect to use your phone in the EU each year. Ten days at £2.75 a day adds £27.50.
  • A plan with roaming included may still cost more overall if its monthly price is higher, so compare the total over your contract.
  • Check the data cap as well as the price. A 5GB cap may not suit heavy use abroad.
  • Daily charges can rise during a contract. EE's price guide says its daily EU charge rises each year by its annual percentage increase, and Three says its £2.75 charge is subject to annual price increases.
  • If roaming is the main reason to move, ask whether your current network has a plan that includes it before you switch.

How do you switch network and keep your number?

Use Ofcom's Text to Switch process. You do not need to call your current network.

  1. 1

    Check your contract

Text INFO to 85075 to see whether you are still in contract. If you are, you might have to pay an early termination charge to leave.

  2. 2

    Text PAC to 65075

Your network must reply with your PAC within one minute, and the code is valid for 30 days. Text STAC to 75075 instead if you want a new number.

  3. 3

Give the code to your new network

Pass the PAC to your new network when you sign up, or later before it expires. Your old network must also send you details of any early termination charge.

  4. 4

    Let the switch complete

Your new network must complete the switch within one working day. Your old network must not charge you for a notice period after the switching date.

Is EU roaming free on O2?

O2 includes roaming in its Europe Zone at no extra cost. If your UK data allowance is over 25GB, you can use up to 25GB of it while roaming there. Once you reach that limit, or run out of UK data, you need a data Bolt On to keep using data.

How much does EE charge for roaming in Europe?

EE charges £2.72 a day, or £16.50 for a 7-day pass, on plans that do not include EU roaming. Essentials Plus, All Rounder and Full Works plans taken from 29 August 2024 include it, and so do tariffs launched before 7 July 2021.

Which networks charge a daily fee for EU roaming?

EE charges £2.72 a day and Vodafone £2.75 on plans without inclusive EU roaming. Three charges £2.75 a day if you joined or upgraded from 18 December 2025, or £2 if you joined or upgraded between 1 October 2021 and 17 December 2025. Sky Mobile charges £2 a day, and VOXI sells passes.

Is a roaming pass cheaper than paying each day?

Only if you would pay the daily charge on most days of the trip. At EE's prices, seven daily charges cost £19.04, against £16.50 for its 7-day pass. On a short trip where you use your phone on two or three days, the daily charge is likely to cost less.

Can I use wifi calling abroad to avoid roaming charges?

Not always. Some networks only allow wifi calling in the UK: EE's terms say its WiFi Calling cannot be used outside the UK. Ask your network before you rely on it. Ofcom suggests using wifi for data, turning off data roaming and setting a bill limit.

What changed with EU roaming after Brexit?

Roaming in the EU at no extra cost stopped being guaranteed when the UK left the EU, so each network now sets its own terms. Since 1 October 2024, Ofcom's rules require networks to message you when you start roaming, unless you opt out, setting out the charges and any fair use limits.

How do I switch network and keep my number?

Text PAC to 65075 for your code, then give it to your new network. Ofcom says your current network must reply within one minute and the new one must complete the switch within one working day. Text INFO to 85075 first to check whether an early termination charge applies.
