Do students pay water bills?

Short answer

It depends where you study. In England and Wales, students pay water like any household unless it is included in the rent. In Scotland, Scottish Water says full-time students are exempt from household water and waste water charges. In Northern Ireland, households get no water bill because domestic charges remain deferred.

Do students pay water bills in England and Wales?

Yes, when water is not included in the rent. The house has one bill, from the water company that serves the address.

  • Citizens Advice says a tenant may have a water bill in their own name, or pay for water as part of the rent. If you are not sure which, check your tenancy agreement.
  • Yorkshire Water, for example, says that when water is not included in the rent, everyone living in a student house is responsible for paying the bill, and the house needs one account, not one each.
  • Water is billed by the water company, separately from council tax, so the student council tax exemption does not decide it.
  • Discover Water puts the average water and sewerage bill in England and Wales at £639 for 2026/27, using Water UK figures. Each company's bill is different.

Scotland

Are students exempt from water charges in Scotland?

Full-time students are, on the unmetered charges collected with council tax.

  • Scottish Water says full-time students are exempt from paying household water and waste water charges.
  • mygov.scot says the cost of water, sewerage and drainage is included in your council tax bill and collected by your local council, and that any council tax discount you receive also applies to water and sewerage.
  • Citizens Advice Scotland says a home is exempt from water and sewerage charges only if everyone in it is exempt from council tax. With a non-student in the house, expect a bill, with any discount applied to the water part too.
  • Metered homes are billed by Scottish Water directly, and it says discounts, reductions and exemptions do not apply to metered charges.
  • mygov.scot says a full-time student over 20 studies at least 21 hours a week on a course lasting at least 24 weeks a year. Under 20, it is at least 12 hours a week on a course of at least 3 months.

Northern Ireland

Do students pay for water in Northern Ireland?

No. Households in Northern Ireland do not get a water bill.

  • NI Water's 2026/27 charges announcement refers to the continuing deferment of domestic charges, and its new charges apply to non-domestic customers.
  • Rates are a separate bill. nidirect says your landlord must give you written information on the rent, the length of the tenancy and rates, including a free Tenancy Information Notice within 28 days of the tenancy starting.

Halls

Do students in halls pay for water?

Check your accommodation contract before you contact any water company.

  • In Scotland, Scottish Water says providers of purpose-built student accommodation are not charged for water and waste water in rooms occupied by full-time students. Charges apply where rooms are made available to, or occupied by, students who are not full-time.
  • In England and Wales, read your halls contract for whether water is part of what you pay. If it is, you have no water account to open.
  • In a private house, the tenancy decides. Yorkshire Water, for example, says water bills are sometimes included in the rent, and that if they are not, the house sets up one account.

Setting it up

How do you register for water in a student house?

One account for the house, opened from the date you became responsible.

  1. 1

    Check the tenancy

Find out whether water is included in the rent. Citizens Advice says to check your tenancy agreement if you are not sure.

  2. 2

    Find the water company

Household water comes from the company that serves your area, so look it up by postcode before you contact anyone.

  3. 3

    Take a meter reading

If the house has a water meter, Citizens Advice says to take a reading as soon as you move in.

  4. 4

Open one account for the house

Register the date you became responsible. Some companies, such as Yorkshire Water, can put several names on one student house account.

  5. 5

    Agree the split

Share an unmetered bill equally. For a metered bill, agree whether usage is split equally or by another rule, and keep the readings.

Meters

How do water meters work in a shared house?

A meter charges for what the house uses. Without one, the bill follows the property.

  • CCW says a metered bill is the water you use plus a standing charge, while an unmetered bill is based on the value of the property.
  • CCW says water companies install meters for free, and that you can switch back to the unmetered charge within two years, except in areas of England where compulsory metering is introduced.
  • Since 1990, CCW says, all new houses have had to have a water meter installed.
  • If you move into a home with a water meter, Citizens Advice says you cannot ask for it to be removed.
  • More people usually means more water, so on a meter a full house may pay more than a small one. Talk to your landlord before you ask for a meter to be fitted.

Student water FAQ

Questions students ask about water bills

Do students get a discount on water bills in England?

Being a student does not, on its own, remove the water bill in England or Wales. Water is billed by the water company for your area, separately from council tax, and Yorkshire Water, for example, says everyone in a student house is responsible when water is not in the rent. If money is tight, ask your company what help it offers.

Who pays the water bill in a shared student house?

The people named on the account answer to the water company, and the house usually shares the cost. Yorkshire Water, for example, says everyone living in a student house is responsible when water is not in the rent, and it can put several names on one account. Agree the split before the first bill arrives.

Do full-time students in Scotland pay water charges?

Not on unmetered charges, if everyone in the home is a full-time student. Scottish Water says full-time students are exempt from household water and waste water charges, and Citizens Advice Scotland says the exemption applies only if everyone in the property is exempt from council tax. Metered homes are billed separately.

Do students pay water bills in Northern Ireland?

No. Households in Northern Ireland do not receive a water bill, and NI Water's 2026/27 charges announcement refers to the continuing deferment of domestic charges. Its charges apply to non-domestic customers. Rates are a separate bill, so check your tenancy for who pays them.

Should our student house get a water meter?

It can cost less if the house uses little water, but a full house uses more. CCW says water companies install meters for free and that, outside areas of England with compulsory metering, you can switch back to the unmetered charge within two years. Talk to your landlord before you apply.

Do students in halls pay water bills?

Check your accommodation contract first. In Scotland, Scottish Water says providers of purpose-built student accommodation are not charged for water in rooms occupied by full-time students. In England and Wales, if water is part of what you pay the accommodation provider, there is no water account for you to open.

Keep water in the shared view

Taupia monitors your household's water bill alongside energy, broadband and mobile, and splits it by your house's rule. It does not switch water, and it is free.
